2025 Traffic Count Program Back
Work:

 The City requires Traffic Count Services at locations described on the attached location tables. The Work will include, but is not limited to, the following tasks listed in the Scope of Work. 

Scope of Work

Automatic traffic counts will be taken for twenty-four (24) hours at each station in one (1) hour increments, separated by direction and given a daily total. Access to the permanent stations or data link will be provided as necessary. 

Four-hour manual intersection counts to include vehicles, pedestrians and bicycles will be taken from 7:00am to 9:00am and again from 4:00pm to 6:00pm in fifteen (15) minute increments. Where specified, afternoon peak hours may be specified instead from 2pm until 4pm due to school traffic peaks. 

Seven-hour manual intersection counts to include vehicles, pedestrians and bicycles will be taken from 7:00am to 9:00am, 11am – 1pm and again from 2:00pm to 5:00pm or 3:00pm to 6:00pm in fifteen (15) minute increments.

Counts shall be conducted between May 19, 2025 and October 3, 2025 on weekdays from Monday to Thursday only and not on days that may produce non-typical data such as statutory holidays, special events, major construction, or during non-instruction days or summer holidays at nearby schools. 

The summarized data shall include an automatic count summary by year and location, individual automatic and manual intersection count details, locations and data maps. The cost of this works is included in the cost of the counts. Examples of the traffic count data format can be found using the traffic count layer on the City’s online GIS map at maps.chilliwack.com. 

An electronic version of the traffic count summary shall be delivered to the City via secure electronic file transfer or other secured media in Microsoft Excel format for spreadsheets with an ESRI shapefile mapping all count locations. Locations shall be reference to the NAD 83 UTM Zone 10 North coordinate system. All coordinates will be in meters. 

The collection, use, transfer, and destruction of video material is subject to the Freedom of Information and Protection of Privacy Act. 

The method of traffic data collection is not specified; however, the counting device or method must have at least 90% accuracy which is certified by an external standards agency.
